Service Rules for Teaching & Non-Teaching Staff
All employees of City International School, Pilkichha shall be governed by the Code of Conduct and Service Rules prescribed by School Management Committee of City International School, Pilkichha as specified in rule book.
Every employee shall be liable to disciplinary action for the breach of any provision of the Code of Conduct and Service Rules as specified in the contract of service between the management of the school and the concerned employee.
The Code of Conduct for the teaching or non-teaching staff of the City International School, Pilkichha shall be as follows:
Teaching or Non-Teaching Staff Shall
- Knowingly or wilfully neglect their duties;
- Propagate through his teaching lessons or otherwise, communal or sectarian outlook, or incite or allow any student to indulge in communal or sectarian activity;
- Discriminate against any student on the ground of caste, creed, language, religion, place of origin, social and cultural background or any of them;
- Indulge in, or encourage, any form of malpractice connected with examination or any other school activity;
- Make any sustained neglect in correcting classwork or homework done by students;
- While being present in the school, absent himself (except with the previous permission of the head of the school) from the class while he is required to attend;
- Remain absent from the school without leave or without the previous permission of the head of the school: Provided that where such absence without leave or without the previous permission of the head of the school is due to reasons beyond the control of the teacher, it shall not be deemed to be a breach of the Code of Conduct, if on return to duty, the teacher has applied for and obtained the necessary sanction for the leave.
- Accept any job of a remunerative character from any source other than the school or give private tuition to any student or other person or engage himself in any business;
- Prepare or publish any book or books, commonly known as keys, or assist, whether directly or indirectly, in their publication;
- Engage himself as a selling agent or canvasser for any publishing firm or trader.
- Ask for or accept (except with the previous sanction of the Principal, Chairman, Managing Committee) any contribution, or otherwise associate himself with the raising of any funds or make any other collections whether in cash or in kind, in pursuance of any object whatsoever.
- Enter into any monetary transactions with any student or parent, nor shall he/she exploit his/her influence for personal ends; nor shall he/she conduct his/her personal matters in such a manner that he/she has to incur a debt beyond his/her means to repay.
- Accept, or permit any member of his/her family or any other person acting on his behalf to accept, any gift from any student, parent or any person with whom he has come into contact by virtue of his position in the school.
Note - The expression “gift” shall include free transport, boarding, lodging or any other service or any other pecuniary advantage when provided by any person other than a near relation or personal friend having no dealing with him in connection with the school.
Dealing with students & staff
- Practice, or incite any student to practice, casteism, communalism or untouchability.
- Practice, or incite any student to practice sexual abuse in any form.
- Cause, or incite any other person to cause, any damage to school property.
- Behave or encourage or incite any student, teacher or other employee to behave, in a rowdy or disorderly manner in the school premises.
- Be guilty of, or encourage violence or spread any false accusation of a co- worker or spread false and damaging information about any staff or department or management or the school, or any conduct which involves moral turpitude.
- Be guilty of misbehaviour or cruelty or misconduct or sexual harassment towards any parent, guardian, student, teacher or other employee of the school.
Instructions to the teachers
In Order to conduct the academic program smoothly, effectively and efficiently all the Faculty/Staff members are required to comply with the following instructions:
- Faculty/Staff shall mark the Arrival/Leaving Time in the biometric system and shall sign in the attendance register.
- Faculty shall engage the classes regularly as per the time table and shall maintain punctuality in handling the classes.
- Faculty/ Staff shall make alternative arrangements for their class work, whenever they apply for leave. If the class work adjustment is not possible, a class can be let off only during the last period(s) after necessary sliding with the prior permission of HOD. The cancellation of class work shall be informed to the students only just before sending them home.
- Faculty/Staff shall record in the movement register whenever they seek permission from HOD to leave the campus during the working hours, the time at which they leave the college and the time when they come back. However if they seek permission in the morning or in the evening, they have to record one entry (Morning: Reporting time, Evening: Leaving time). The Movement register shall be available with the HOD’s concerned. The maximum allowable permission time is one hour only.
- Faculty shall submit two copies of the lesson plan of their subject to the HOD before commencement of the class work. One copy will be returned to them after approval. Faculty are advised to prepare the Lesson plan based on the Lesson Diary of the previous academic year. Faculty shall also communicate the lesson plan to the students.
- Faculty shall maintain teaching diary (in the attendance register).
- Teaching dairy should be attested by HOD every month.
- Faculty shall maintain the course file consisting of Syllabus, Lesson plan, Lecture notes, Model question paper, Old End and Internal question papers, tutorial sheets, etc.
- Faculty /Staff shall be present in the laboratory classes and practice classes during the respective class timings without fail.
- Faculty shall be prompted in evaluating the records of practical classes handled by them.
- Faculty shall collect the lab records of the students at the end of the semester, for the final evaluation and for the signature of the HOD on the certificate.
- The responsibility to return the records to the concerned students lies with the respective faculty member only.
- Faculty shall offer counseling to the students attached to them and motivate the students to concentrate on studies and career development and they shall record the minutes of each counseling session.
- Faculty shall read out the circulars signed by only the Principal or HODs in the class rooms and not to allow the students to make any announcements or to canvass in the class rooms.
- Faculty shall inform the HOD about the attendance of the students in special classes (like GATE, remedial classes, etc.) to enable HOD to monitor the situation.
- Faculty shall submit a report on seminars/ workshops/ summer or winter school attended by them immediately after they come back.
- Faculty/Staff shall not assign the work allotted to them to any other Faculty/Staff without permission of HOD.
- The faculty shall avoid coming to the college wearing T-Shirts and other casual dresses.
- Faculty shall ensure that their rooms are kept tidy and clean.
Instructions to the HODs
- Review the attendance percentage of the students periodically.
- Ascertain whether the students have reported for class work and are attending classes regularly or not. After 15 days from the commencement of the class work, the parents of the students who have less than 50% attendance shall be informed about the irregularity of their wards.
- Review the attendance once in every fortnight (twice in a month). The parents of the students with poor attendance shall be informed about the irregularity of their wards.
- At the end of first internal exam, the attendance percentage and the performance in the internal exam shall be informed to the parents.
- Record any correspondence made with the parents either through a letter or phone.
- Ensure that the work is equally divided among all the faculty drafted for practical classes in the lab classes, the students are to be attached to each
faculty group wise equally. The faculty members are responsible for conducting the lab, valuation of observation book and record. - Monitor the coverage of syllabus by examining the lesson diary of the faculty every month, and also to affix the signature in the attendance register.
- Monitor the reporting and leaving time of faculty/staff. The report of late coming and early leaving faculty/staff is to be submitted to the Principal along with movement register at the end of every fortnight.
- Maintain the movements register in the department for faculty/staff.
- Ensure while forwarding the leave application to the Principal that leave is applied as per the service rules
- Circulate the guidelines pertaining to participation of faculty in Seminars/Workshops etc. Before forwarding the proposals of faculty, the HODs shall ensure that the proposals comply with the guidelines.
- Ensure that faculty and staff wear the identity card without fail.
- Go to the class rooms for surprise checks and see that no student is in possession of Smart Phone. If any student is found with smart phone, the same shall be confiscated and the matter be reported to the Principal.
Guidelines to class teachers
- Review the attendance of all the students of the class once in a fortnight and send the particulars of attendance to the parent by mail/SMS/Phone.
- Advise the students who are very irregular to classes to be careful and send the attendance particulars of such students to their parents every week.
- Inform the parents through post/SMS, about the progress report of the student containing, the attendance put in by the student up to the first internal exam and also the performance of the student in the first internal exam.
- Invite the parents of the students who are identified as slow learners or indifferent learners and discuss with them the measures to be taken to rectify them.
- Review the syllabus coverage in all subjects and give feed back to the concerned subject teachers.
- Prepare the minutes of every meeting and submit the same to the HOD within two days of the meeting. If there are some points in the minutes requiring action by the management, the same shall be brought to the notice of the principal through HOD.
General Instructions to The Faculty Members Regarding
Examination Duties - Faculty members drafted for invigilation duty shall report in the exam section at least 30 minutes before the commencement of the exam. In case faculty members would like to go on leave, they shall make alternative arrangement with the approval of their HOD and the same may be informed to the exam section in- charge well in advance.
- As soon as they report at the exam section, they shall adjust their own wrist watches to the time indicated by the clock of the exam section, or note the time difference between the two, and shall follow their watches for implementing the time schedule in the exam hall regarding the issuing of question papers, collection of answer scripts, allowing the candidates to enter or leave the exam hall, announcing the remaining duration of the exam, etc. This is particularly important to maintain uniform and consistent time pattern in all the exam halls whenever there is power failure and the siren is not working, or even when power is there but the attender has erred in giving time bells.
- Before proceeding to the exam hall, invigilators shall verify the material handed over to them such as answer books, question papers in case of internal examinations, seating arrangement sheet etc., and bring to the notice of the exams in-charge the discrepancies, if any, immediately. Single answer book containing 12 pages for internal exams & 20 pages for end exams shall be supplied to the candidates. No additional answer books shall be supplied.
- After receiving the stationery the invigilators shall go to the allotted exam halls only, and are instructed not to go anywhere else.
- Students are allowed to enter into exam halls 15 minutes before commencement of examinations. No grace period for entering into the examination hall during both the internal and end exams. A short caution bell 5 minutes before the commencement of exam will be given and after a long bell at the scheduled commencement of exam no candidate will be allowed to enter into the exam hall.
- Invigilators shall verify the identity of the candidates by checking the hall ticket containing photo and also the identity card in the case of End examinations and the identity card in the case of internal exams and shall make sure that the candidates have occupied seats meant for them as per the seating arrangement, before issuing the question paper.
- Candidates either without identity card or hall ticket may be directed to exam section to obtain permission slip to write the exam. This permission slip is valid for only one session. Invigilators are requested to collect this permission slip from the candidate and hand it over in the exam section.
- Candidates shall not be allowed to carry note books, text books, smart watch, cell phones or any other material that is likely to be used by them for malpractice. Candidates shall also not be allowed to use any data books / codebooks / charts / etc., of their own. The required material will be supplied by the exam section. If there is any shortage of material, then the exam section will issue necessary instructions to the invigilators in this regard.
- Invigilators shall ensure that:
- ✓ Candidates have entered their enrollment numbers and the code number rightly of the question paper correctly in the answer books and they are not altered subsequently.
✓ Any correction in the enrollment number in the case of internal exams is attested by the invigilator.
✓ Any correction in the regd. Number in the case of End Exams is attested by the HOD.
✓ The student has not written the regd. no. , in the case of End Exams anywhere else except in the space provided for on the main answer book and question paper. - No candidate shall be allowed to enter the exam hall under any circumstances after the commencement of the internal / End exam.
- Invigilator has to obtain signatures of the candidate in the attendance sheet and affix his/her signature and ensure that in the attendance sheet the candidate has correctly written the answer book/question paper serial number issued to him.
- The attendance statement shall be prepared immediately after the commencement of internal / end exam and while filling the attendance statement invigilators shall furnish all the details. Invigilator will use separate absentee statements for each Year, Branch and Scheme and the details may be obtained from seating arrangement plan.
- Invigilators shall handover the attendance statement, the unused main answer books and unused question papers to the person who comes to the exam hall to collect them.
- During the internal exams, if a student raises any doubt regarding the question paper, the invigilator, shall report the matter to the exams in- charge through the attender and shall advise the candidate to attempt other questions in the mean while. Exam section shall obtain the necessary clarifications from the manuscript of the paper setter available with exam section / paper setter / HOD concerned and request the paper setter / exams in-charge to announce the clarifications in all the halls.
- During the End Exams no candidate shall be entertained by the invigilators regarding clarifications on question paper. When they seek any clarifications, they shall be instructed to bring the matter to the notice of the teacher/HOD concerned after the examination is over.
- When an invigilator suspects malpractice by any student, the material in the possession of the candidate and the answer script shall be confiscated and the matter will be reported to the exams-in-charge/ HOD / Principal. The invigilator shall obtain a statement from candidate and submit the same along with his/her own report on the incident to the exams-in-charge/ HOD / Principal. If the candidate refuses to give a statement, the same fact shall be mentioned in the invigilators report and such candidates shall be allowed to leave the exam hall only after the permission by the exams-in-charge/ HOD / Principal.
- To avoid temptation on the part of the candidates for mutual consultations, Invigilators shall not remain at one place and shall make as many rounds in the exam hall as possible.
- Invigilators shall not bring newspapers, magazines or text books and cell phones to the exam hall and shall not enter into consultations / conversations with co-invigilators during the exam.
- Candidates shall be allowed to carry the question paper with them only when they are leaving the exam hall in the last half-an-hour.
- Invigilators shall remind the candidates about the remaining time of the exam at every one hour.
- Candidates shall be asked to keep their main answer book and graph/drawing sheets in proper order and to tie them up 5 minutes before the end of the exam.
- Invigilator shall collect the answer scripts from all the candidates present in the hall immediately after the final bell is given and shall arrange them in proper order.
- Invigilators shall bring the bundle of answer scripts, unused graph sheets, etc., and the question papers left behind by the candidates leaving the hall early and hand them over in the exam section within 15 minutes of the end of the exam.
- Invigilators shall leave the exam section only when they are cleared by the examination incharge.
- If there is any specific complaint against the water boys or relievers, invigilators are requested to bring them to the notice of HOD / Principal immediately.
- Faculty members shall realize that the examination work is part and parcel of their academic work and they shall attend to it with utmost sincerity.
Personal Discipline
- Be guilty of borrowing money or any other material from students or other staff.
- Be guilty of using drugs, intoxicating drinks or any other substance abuse;
- Be guilty of spreading rumours of any kind that may damage the integrity of the school or any staff member;
- Be guilty of accusing the school authorities or incite others to rise against the school management;
- To organize or attend any meeting during the school hours except where he/she is required or permitted by the head of the school to do so;
Use of Time
- The teaching or non-teaching staff shall observe punctuality and regularity in their attendance and will not absent himself/herself without obtaining the previous sanction of the principal in writing.
- The teaching or non-teaching staff shall devote his/ her whole time to the duties of the said employment and will not, on his/her own account or otherwise either directly or indirectly carry on or be concerned in any personal work, gossip, trade or business whatsoever.
- The teaching or non-teaching staff shall work within the framework of the aims and objectives of the school as defined in the prospectus and as interpreted by the owning ‘City International School’ management.
- The teaching or non-teaching staff shall conform to all the rules and regulations in force in the school and will obey all such lawful orders and directions as he/she shall receive time to time from the Principal or Manager or someone duly authorized by him/her.
- The teaching or non-teaching staff shall work honestly, efficiently and diligently under the orders and instructions of the Principal or one delegated by him/her, and will make himself/ herself useful by actively participating in all school activities.
- The teaching or non-teaching staff shall be punctual in respect of their entering in classroom, doing class-work and also for any other work connected with the duties assigned to them by the Head of the School.
- He /she shall leave the school campus after completing the day’s work and submitting a report of the same to his/her immediate supervisor.
- He/she shall come prepared for the class with clear lesson plans, meanings, explanations, etc., to teach the students.
- He/she shall teach the class based on the Text Books prescribed by the school.
- He/she shall submit Weekly Lesson Plans to the Supervisor in the given format and Daily Lesson Notes in the form of Teacher’s Diary.
School Timings
- All staff are expected to report to duty at given time without fail. They should bring their students in line for Morning Assembly accordingly.
- All class teachers will be in their respective classes during zero period.
- While subject teachers will be on corridor duty or wherever assigned. No teacher should be found sitting in the staff room during this period.
- All teachers are expected to take breakfast at home and not during school hours, except during the lunch break time.
LEAVE POLICY
Casual Leave:
- A teacher is eligible to avail casual leave for a total of 10 days in a calendar year for special needs. This leave shall not be accumulated, nor shall it be combined with any other kind of leave. Normally, it is given just one day per month. After one year of service three days of casual leave may be given at a time if the said teacher has not availed of the same in the previous months.
- The leave request for Casual Leave ought to be given at least 24 hours before or in case before leaving school premises the previous day.
- For leave request due to emergencies on the same day, message has to be sent before 6.00 a.m. to the concerned authority.
- Any leave is not a matter of right but should be asked for and granted before taking leave. If it is not approved, it will be marked as Leave without Pay.
- Not more than two teachers will be granted leave on a single day. If any person takes leave beyond this number, the leave will be considered as Leave without Pay (LWP).
Earned Leave:
- After completion of one year of uninterrupted service, a teacher can avail of earned leave of 10 days per annum, calculated April to March; 5 days in the first six months and 5 days in second six months.
Permission for Earned Leave must be applied for and approved 15 days prior to the leave period. - A teacher cannot take leave on both sides of any holiday in which case, the days including the holidays will be considered as leave taken.
Leave without Pay:
Staff meeting and other functional days will be considered as compulsory attendance days. Absenteeism during those days will be marked as Leave without Pay.
Late Coming:
- Late coming will result in Loss of pay @ 1⁄2 day loss of pay for per late coming, while 3 late coming in a month will make you eligible for a LWP also. Any left out late coming will be carried over to the next month.
- If the late coming is for more than 60 minutes without proper explanation, it will be considered as full day loss of pay.
Discipline
- Personal laptops and pen drives will not be allowed in school.
- Use of electronic equipment is prohibited during the school hours.
- They are not allowed to use mobile phones during class hours, and not carry mobile phones to classroom. Mobile phones will not be used by teachers during school hours from 7:30 a.m. to 2:30 p.m. It should be on silent mode or switched off. However teachers may check their phones during recess time between 11:20 a.m. to 11:40 a.m. and after 2:30 p.m.
- Staff should not pass or message indecent, hurting & derogatory comments. They should not click selfies or take photos of anyone else or any place in school.
Classroom Behaviour
- Teachers are not expected to sit on the desk or put leg on bench while in the classrooms. They are expected to stand and teach.
- The teachers should not whistle or shout or scream or beat the students or throw anything at the students.
- They should treat all students with compassion and discipline.
Dress Code
- Lady Teachers shall come modestly clad in Sari defined by school and close neck blouse. No deep neck or showing of stomach is allowed.
- Hair should be tied up.
- Men should come to school in modest formals (Shirt, Trousers) and no tight-fitting garments. T-Shirt, Kurta, Pyjama and Jeans are not allowed in the campus.
- Men shall come to the campus clean shaven.
Teachers are Encouraged
- To become, or to continue to be a member of any literary, scientific or professional organization;
- To make any representation for the redressal of any bonafide grievance, subject to the condition that such representation is not made in any rude or indecorous language;
- The breach of any condition specified shall be deemed to be a breach of the Code of Conduct.
- In a disciplinary proceeding against a teacher or non-teaching staff, for charges as alleged pertaining to malpractice, neglect in correcting class/homework of the students, failure to follow working instructions and repetition of class paper for subsequent years, will come within the purview of rule book of City International School.
Penalties on Breach of Code of Conduct
The penalties imposed may be of two categories:
- Minor penalties consisting of censure; recovery of pay due to pecuniary loss to school caused by negligence or breach of order; withholding of increment of pay;
- Major penalties consisting of reduction in rank; compulsory salary deduction; removal from service; dismissal from service for gross misconduct for continued unsatisfactory discharge of duties, insubordination, and disloyal activities to the school.
Sexual Harassment Prevention Policy of City International School
The School follows the Sexual Harassment of Women at Workplace Act (SHWW) 2013 to prevent and protect women employees against sexual harassment and to ensure effective redressal of complaints.
Complaint of sexual harassment in school shall be referred to and dealt with by the school’s Internal Committee. The Internal Committee comprises of the following members,
a) Presiding Officer - A senior woman staff
b) Members - Two members from senior staff
c) External Member - One external member having knowledge of legal aspects
or from an NGO or any other organization. Most importantly, more than half
of the members will be women.
What Constitutes Sexual Harassment?
- Offering benefits for a sexual favour
- Unwanted sexual advantages
- Threats of retaliation to ‘No’
- Visual conduct/ Suggestive gestures
- Verbal conduct/ Derogatory comments
- Physical conduct/ Body positioning/ Touching
What is not Sexual Harassment?
- A noisy argument or disagreement in the context of an unwelcome environment at the workplace.
- An isolated incidence of intemperate language against a female employee.
- Insisting that work performance meets the set job standards.
- Reprimand employee for not meeting work related set deadlines/targets.
- Stress caused because of poor performance/ not meeting targets or deadlines.
- Constructive criticism/ feedback on work.
- Accidental touching/ brushing against/ pushing without a sexual connotation.
These will NOT be considered as sexual harassment and DO NOT constitute an offence under the SHWW Act 2013.
However, if such acts/behaviours are a reaction to rejection of sexual advances of request for sexual favours, then it is a clear case of sexual harassment under the SHWW Act, 2013.
Interim Reliefs to the Complainant
At the request of the complainant the Internal Committee may recommend to the employer to provide interim measures such as;
- Transfer of the aggrieved woman or the respondent to any other workplace
- Granting leave to the aggrieved woman up to a period of 3 months in addition to the regular leave she is entitled to
- Restrain the respondent from reporting on the work performance of the aggrieved woman or writing a confidential report, which duties may be transferred to other employees
Findings of Complaint
- In case the Internal Committee arrives at a conclusion that the allegation against the respondent has not been proved, it shall recommend to the employer that no action is required to be taken in the matter.
- In case the Internal Committee arrives at a conclusion that the allegation against the respondent has been proved, it may recommend to the employer disciplinary action including written apology, warning, reprimand, censure, withholding of promotion, withholding of pay rise or increments, terminating the respondent from service, undergoing a counseling session or carrying out community service and deduction of compensation payable to the aggrieved woman from the wages of the respondent.
- In case the Internal Committee arrives at a conclusion that the allegation against the respondent is malicious, or the aggrieved woman has made frivolous complaint or produced any forged or misleading documents, it may recommend to the employer to take action against the woman who has made the complaint.
Manner of Disciplinary Action
- The Managing Committee shall set up a Discipline Committee to see that the employees conform to the letter and spirit of the Code of Conduct as well as the School Service Rules and will be responsible for initiating action for non-compliance. It shall consist of;
A. The Manager of the School.
B. A nominee of the Managing Committee.
C. The Principal of the School.
D. A teacher who is a member of the Managing Committee of the School, nominated by the Managing Committee. Or the Chairman or the Managing Committee can appoint an independent Enquiry Officer to hold an enquiry into the charge- sheet. - First Memo will be issued and no disciplinary action may be taken until the employee has been given a letter stating the charges and giving him/her an opportunity to answer them, within the stipulated period. As for procedure, the Discipline Committee shall follow, the norms laid down by the Managing Committee.
- In case of dispute, the school management will be the final authority who shall be final and binding on the both parties.
Confidential Records
- A confidential record is maintained by the school for every employee. It consists of two parts, the first a factual record of employment, salary scale, increments, promotions, leave record, any disciplinary action, etc., as well as factual assessment with regard to the work done by the employee; the second part consisting of confidential and evaluative statements with regard to the performance of the employee.
- The signature of the employee shall be obtained for entries in the first part. Refusal on the part of the employee to sign shall be entered by the Principal or any one authorized by the Managing Committee.
- Confidential entries shall be made at least once a year and are subject to review by the managing committee.
